Norwegian citizens and citizens of other nationalities with a valid Norwegian residence permit (oppholdstillatelse), are permitted to travel to the Netherlands without a (transit) visa provided they hold a valid passport. There is no additional requirement  to stay in the Netherlands for a maximum period of three months.
